1. Event and Venue:
The 10th World University Chess Championship
tournament will be organised in accordance with the most
recent technical regulations of FIDE. In any dispute the
English text will be regarded as authoritative.
2. Competition:
The competition will last 7 days (the
obligatory day of rest included) and will include the
following:
- One men's tournament.
- One women’s tournament
A team classification will be
established according to the sum of the results of the 4
best ranked players (2 in each tournament) as described in
point 7. Only countries with at least 2 competitors in the
men's tournament and 2 competitors in the women's tournament
will be taken into account for the team classification.
3. Participation:
Each country is authorised to
enter a maximum of thirteen (13) persons of which eight (8)
may be competitors and five (5) officials. The maximum of
eight competitors may be as follows : 5 men and 3 women, 5
women and 3 men or 4 men and 4 women.
At the first technical
meeting the head of delegation or his representative shall
confirm and sign the official list of the accredited
competitors by the CISCA.
4. Pairings:
a. Pairings will be made according to the Swiss System
Based on Rating approved by the 1992, 1997 and 1998
General Assemblies and published in the FIDE
handbook (C.04 page 1-8). Pairings will be made with
the help of computer program Swiss Master 5.5,
approved by FIDE.
b. Due to the specific situation of the FISU Championship
(combination of individual and team classification)
in round 8 and 9 players of the same team will not
be paired against each other.
c. The pairings will be published as soon as possible after
the finish of the last game of the previous round
and posted in the lobby of the hotel and in the
tournament hall.
d. The first round pairing will be published as soon as
possible before the first round.
e. If the number of participants in the World Championship is
odd, the country that organizes the event is
entitled to nominate an extra player. This player
will not appear in the final ranking and his/her
result will not be counted for the classification of
the organizing federation. For the opponents the
results will be counted in a normal way.
5. System and rate of play
The Championships will be
played in 9 rounds of the Swiss system in accordance with
the FIDE Laws of Chess, which
was adopted at the 75th FIDE Congress at Calvia (Mallorca),
October 2004, coming into force on 1 July 2005 and FISU
Regulations. The playing time will be: one hour and 30
minutes for the whole game with an incremental time of 30
seconds per move from the first move. The tournament will
preferentially be played with official DGT clocks.
6. Individual Ranking
The individual classification
on each tournament will be established according to the
total of game scored points.
The order of players that
finish with the same number of points shall be determined by
application of the following tie-breaking procedures in
sequence, proceeding from (a) to (b) to (c) to (d) the
extent required:
a. Median-Buchholz 1, the highest number wins;
b. Buchholz, the highest number wins;
c. Progressive Score, including progressive score cuts, the highest number wins.
d. Number of wins, the highest number wins;
In the case of unplayed games for the calculation of (a) and (b) the current FIDE
tournament rules will be applied. Such a result is calculated as a draw of the player versus herself.
7. The team classification:
The team classification will be determined according to the total of game points scored
in the individual tournaments by the 4 best ranked players
(two in each tournament) of the same country. In case of a
tie the tie-break shall be determined by application of the
following tie-breaking procedures in sequence, proceeding
from (a) to (b) to (c) to (d) the extent required:
a. total of each of four team
members Median-Buchholz 1, the highest number wins;
b. total of each of the four
members Buchholz, the highest number wins;
c. total of each of the four team
members number of wins, the highest number wins;
d. total of each of the four team members
Progressive Score, including progressive score cuts, the
highest number wins.
8. Program: march 4th – march 10th
